The roadmap to use education as a tool to bring normalcy to Jammu and Kashmir is a welcome step and it shows that the Union Government as well as the present State Government are sincere to see normalcy once again usher in the over three decade terror-hit State. The Memorandum of Understanding (MOU) was signed between the State Government and Union Government in the recently concluded 65th meeting of the Central Advisory Board of Education (CABE). A government panel headed by the Minister of State for Human Resource Development, Satya Pal Singh, had a rather startling recommendation. There is change in overall look to education especially when the State Government had also agreed to look at the NCERT curriculum for convergence and more schools from Jammu and Kashmir are seeking CBSE affiliation. The roadmap will be implemented in three years with the goal of bringing a major improvement in learning levels of students by 2020. It comprises a comprehensive framework, including human resource management to quality interventions. The roadmap has identified high priority areas, including restructuring of State teacher education institutes, creating integrated data management information system and curriculum revision. Under the programme the Centre will identify special districts for intensive engagements with students. The other revolutionary concept mooted around the Right to Free and Compulsory Education Act, 2009 or the RTE Act which had made the education of children between six and 14 years of age compulsory. The task involves ensuring that right for every child within this age bracket was given to the Central and State Governments, to be overseen especially by local bodies. Such a process took into account the vast inequalities in Indian society, where parents were often economically and socially unable to send their child to school. The lack of education to large section of the society was a matter of concern as they remain devoid of a share from the development which can be dangerous also. Hence the RTE Act gives legitimacy to ensure universal school education, simultaneously makes education a right and checks the growing population of child labourers as economical compulsion for the deprived section of the society.
