David Allen Turpin, 57, and Louise Anna Turpin, 49, have both been arrested for torture and child endangerment after the discovery in Perris.
Police were alerted after a teenager claims to have escaped their property in Muir Woods Road.
The 17-year-old girl called 911 from a mobile and claimed her 12 brothers and sisters were being held captive.
Detectives arrived and made the shocking discovery of children shackled to their beds with chains and padlocks.
Cops described the children – some of them now adults – were starving and in “dark and foul-smelling” conditions.
Bail was set at $9 million each for both the Turpin parents.

Police confirmed the children were aged between two and 29 – and were taken to Perris Station.
They were given food and drink as they claim dot be starving, and appeared “malnourished”, cops said.
All 13 of the children were interview before being taken to hospital to undergo treatment.

In a statement, Riverside County Sheriff’s department said: "and padlocks in dark and foul-smelling surroundings, but the parents were unable to immediately provide a logical reason why their children were restrained in that manner.
"Deputies located what they believed to be 12 children inside the house, but were shocked to discover that 7 of them were actually adults, ranging in age from 18 to 29.
