CAPF use: State to make advance payment

The State Government would henceforth deposit charges in advance for deployment of Central Armed Police Forces (CAPFs) to maintain law and order in the State.

The Ministry of Home Affairs (MHA) has issued a direction in this regard, sources in the Home Department said.

According to the direction, the State Governments would have to deposit charges at the time of submitting requisitions to the MHA for deployment of Central forces.

The MHA has taken this decision looking at the growing requirement of the CAPF in handling Maoist menace, insurgency and militancy in various States.

It is often seen that once CAPFs are deployed in a State, the concerned State Government becomes reluctant to leave these forces.

Senior officials said the MHA decision will force the State Governments to make detailed analysis about the requirement of Central forces now as they have to make advance payments.

The State Government would be required to pay Rs 30,000 for deployment of a company of CAPF per day, an official said.

Looking at the high cost, officials feel that there will be proper assessment of the situation by the district and State administrations and, for routine matters, CAPFs will not be requisitioned.

Normally CAPFs are deployed in Maoist zones and as many as 17 battalions have been deployed across the State now.

Notably, Chief Minister Naveen Patnaik has time and again has requested the Prime Minister and Union Minister Home affairs to waive off the deployment charges.
