Honourarium only in rare, deserving cases in Haryana

The Haryana Government on Saturday directed all the Additional Chief Secretaries and Principal Secretaries to ensure that honourarium is granted in the most deserving cases and such recommendation should be restricted to rare and deserving cases and not as a matter of routine.

An official spokesman said the cases could be recommended by giving detailed justification in case of each individual employee and in no individual case, the amount of honourarium should exceed `10,000 in a financial year.

He said it had become an unhealthy trend in many of the departments for recommending the honourarium over the limits imposed in the rules. 

They had also been directed to ensure that honourarium as remuneration is recommended for work performed which is occasional or intermittent in character and either so laborious or of such special merit to justify a special reward for it. The recommendation for honourarium should be restricted to rare and exceptional case, he added.
