The “indefinite sentence for public protection” was introduced in 2005 to keep convicts behind bars unless they could prove they were fit to release.
It was outlawed six years ago by European courts for breaching inmates’ human rights.

Ex-stripper Worboys, 60, has made headlines because he is the first of the most serious cases to win his freedom.
He was jailed for 19 offences of drugging and sexually assaulting 12 women, one of whom he raped.
Others who could be released when their minimum terms end include “depraved” Vanessa George, who abused nursery children in Plymouth.

Parole Board chairman Nick Hardwick said there were a “number of high-profile cases bubbling away”.
Victims’ Rights Campaign founder Harry Fletcher said yesterday: “The Parole Board must reveal their reasons for releasing Worboys.”
