Turkish journalist Emre Sarigul has watched Tosun for years and is in no doubt he has what it takes to make it England.
Tosun, 26, this week completed a £27million move from Besiktas to Everton with boss Sam Allardyce claiming he's "the best in Europe" for the price.
Speaking on Sky Sports' Transfer Talk podcast, Sarigul said: "The first time I ever saw Tosun was back in 2013 when the Turkey reserve side played England C.
"As you know, the England C national side is made up of lower-league players. His rise to prominence has been astoninshing. Who'd have thought back then I was witnessing what was going to be the most expensive transfer to ever leave the Super Lig?

"No-one can believe how far he's come and I think that empahsises his character and his personality. He works and works and works and he's worked on his game.
"He's ever stopped training and he knows what aspect he needs to improve. He's become an all-round striker.
"He's well-suited to the Premier League. He's physical, dual-footed and he can finish strong. He's got good finishing ability from the outside the area and inside the area.
"When foreign players come to the Premier League there's sometimes a feeling players don't work hard enough and there's a different style of play.
"With Cenk, he likes to get stuck in. He will get stuck in, he's not afraid to make a challenge and he will track back. He will get involved."
Tosun is in line to make his debut when Everton face Tottenham on Saturday.
