A second New Hampshire city is rejecting the electronic bingo game keno without putting the issue in front of voters.

The City Council in Lebanon, New Hampshire, voted Wednesday against a measure that would have left voters to decide the fate of the gambling game. Portsmouth's City Council made a similar decision last year.

Seven cities approved keno last year. Play started in December. Voters rejected keno in Keene, Concord, Dover, and Rochester.

Businesses offering keno will receive 8 percent of the profits. The rest of the revenue will go to help fund full-day kindergarten programs statewide.
