The cute Border terrier managed to scramble away after falling 20ft heavily on to hard, rough waste-ground below.
A shocked witness watched helplessly as the thug pulled up in Black Vauxhall Corsa and callously threw the animal over the bridge before vanishing.
The RSPCA has launched a cruelty investigation and fears a family may be missing their cherished pet.
Despite falling such a potentially deadly height from the bridge in Lingham Lane, Moreton, Merseyside, the terrier is recovering well from his ordeal.
Milo was very lucky to not be seriously injured
RSPCA staff have named him Milo but because he was not fitted with a microchip have been unable to reunite him with his owners.
Brett Witchalls, the RSPCA’s Chief Inspector for Wirral, said: “Despite what he went through, Milo is thankfully uninjured.
"Staff at the animal hospital where he is being cared for say he is very bouncy and in a good condition.
“The woman who witnessed the incident said that it was a tall male in his 20s, who was driving a black Corsa, who threw Milo from the bridge.

“Why someone would throw an animal off a bridge is beyond us. Milo was very lucky to not be seriously injured.
“We are keen to find out why this happened. He may also be someone’s much-loved pet who has gone missing, and if so then it would be great to reunite him with his owner.”
Anyone with information about Milo or the person who threw him off the bridge should contact the RSPCA’s confidential appeal line on 0300 123 8018.
