Vermont Gov. Scott to outline plans in state-of-the-state

Vermont Gov. Phil Scott is going to be outlining his plans for the state during his state-of-the-state address at the Statehouse in Montpelier.

Scott, a Republican, will address a joint session of the House and Senate Thursday afternoon in the House chamber.

A hallmark of Scott's first year in office was his call to keep the state, as he calls it, affordable for ordinary Vermonters without raising taxes or fees.

The state is facing a variety of challenges including how to control education spending, health care and how to pay for the cleanup of Lake Champlain.
