With a hope to grab a better ranking in ‘Swacchta Sarvekshan-2018’, the State Capital is all prepared to take a litmus test for one of the coveted cleanliness challenge begining from Thursday. Attempting hard since past two consecutive years to attain a descent slot in the sanitation survey being conducted annually by Ministry of Urban Development and Housing, GoI, the Ranchi Municipal Corporation (RMC) personnel after making major arrangements to ensure cleanliness all around are keeping their fingers crossed.
From focusing on segregation of solid waste materials primarily to installing twin bins at commercial pockets, this time some unique strategies have been adopted by the civic body. Besides the normal arrangements done by the Urban Local Bodies (ULBs) every year on cleanliness frontage, RMC for the first time has introduced the concept of pit composting at parks to collect green compost while making mandatory for hotels, restaurants, banquet hall owners to install decentralized composting system for disposing waste materials generated in bulk.
Also, garbage generated in heavy amount from the vegetable markets is being collected at a regular gap. At two busiest markets, Khadgarha and Daily market, the Municipal Corporation has set up composting pits for keeping the site clean. According to a City Manager associated with RMC, Swacch Bharat Mission (SBM) Cell, city residents are being informed about the segregation of waste as per the norms described in Solid Waste Management rules 2016. Special enforcement team has been constituted to educate and inform public about the significance of waste materials segregation.As per the records, the civic body has imposed penalty of around Rs 30,000 on the defaulters found violating the solid waste management rules 2016 while keeping a strict vigilance on the city residents dumping garbage at open spots. Meanwhile, for engaging more number of public in this challenge, wide publicity through radio jingles, social media including other mediums is being done.With the visit of Quality Council of India (QCI) team personnel scheduled in the coming days for registering public opinion on sanitation status, RMC personnel have launched different campaigns to create awareness among the denizens. Besides all, after attaining the tag of Open Defecation Free (ODF) status recently, the Municipal Corporation has also completed the task of installing Google Application Locator inside 40 public toilets.
Meanwhile, the city residents have also opined that in comparison to previous year, the efforts put up by RMC is fairly better this time. One of the prime concerns of the residents that include door to door garbage collection on time has been streamlined to an extent here.All ULBs will be ranked on 71 sanitation-related parameters with different weightage. The assessment of ULBs will be done out of 4000 points. For documentation work 1400 points will be given.
For citizens’ feedback, the ULB will receive 1000 points while for direct observation 1200 points will be given to the municipal corporation. Six questions carrying 1000 marks will be asked directly from the public who will be selected randomly.
