The 19-year-old central defender’s move to Elland Road will be announced in the next few days, according to Finnish publication MTV Sport.
Finland Under-21 international Halme has made 36 appearances for HJK, who romped to the Veikkausliiga title.
A young defender is believed to be one of Leeds’ key priorities in this transfer window.
MTV Sport claim the Championship club are paying a ‘significant transfer fee’ for Halme.
Helsinki-born Halme played for FC Honka and Klubi-04 before joining HJK in 2015.

Leeds have already agreed a deal for Japan international midfielder Yosuke Ideguchi.
The 21-year-old midfielder will cost an initial £500,000 but does not qualify for a UK work permit.
He is expected to join Leeds’ partner club Cultural Leonesa on loan for the rest of the season.
Head coach Thomas Christiansen expects to hold talks with the club’s board before putting a figure on how many players they will sign this month.
When asked how much business he expects the club to do, Christiansen replied: ”First we are going to speak about that with the board and then after we will take decisions.”
