Exeter man faces animal cruelty charges after dogs taken from his property

EXETER, R.I. — An Exeter man accused of keeping dogs outside in frigid temperatures has been arrested on animal cruelty charges, according to the Rhode Island State Police.

Carlos Alves, 59, of 425 Gardner Road, Exeter, was charged Thursday night with mistreatment of animals and unnecessary cruelty to animals. He was arraigned at the Hope Valley Barracks and released pending a future court appearance in Fourth Division District Court, the state police said in a press release Friday.

Animal welfare authorities last week seized 24 dogs from his home, where they say many were being kept outside in frigid temperatures.

The state poilce said the arrest stemmed from a complaint filed by Exeter Animal Control and the Rhode Island Society for the Prevention of Cruelty to Animals, who had received reports of a large number of malnourished animals on the property of 425 Gardner Road.

According to the state police, troopers accompanied representatives from Exeter Animal Control and the RISPCA to the property where they found more than 100 different animals including 24 dogs and several newborn puppies, as well as about 40 ducks, chickens and roosters, 40 rabbits and 10 goats in what were described as “deplorable and inadequate living conditions for animals.”

The Rhode Island Society for the Prevention of Cruelty to Animals says it seized 14 beagles, six Brittany spaniels and four Chihuahuas last week in Exeter.

Troopers obtained a warrant for Alves’ arrest and he surrendered himself to Hope Valley Barracks Thursday night, the state police said.
