Panel to check misuse of land give at concessional rates

JAIPUR: The urban development and housing (UDH) department has constituted a committee to verify if the land allotted at concessional rates in the state is being used properly or not.
The committee members will inspect the sites. In its report, the committee will mention if allottees in present situation are adhering to the terms and conditions, which were laid down during the time of land allotment at concessional rates.

In the past the state government has allotted land at concessional rates to educational, medical, trusts, newspapers, social and various other institutes. The inspection would be carried out zone-wise and the Jaipur Development Authority (JDA) has appointed all the zone commissioners as committee heads. The committee would also comprise assistant engineer and town planner.

An official informed TOI, that the committee would also comprise members from education, medical, Devasthan and directorate of information and public relations departments. These members would assist in examining the status of plots allotted to schools, universities, hospitals and newspapers, respectively. "Many institutes are using the land for commercial purposes. Also, they have rented out the place, which is against the norms. Action will be taken against such institutes," said a JDA official.

Sources further alleged that private hospitals which are beneficiaries of concessional land have failed to abide by the terms and conditions of providing free medication to 25% patients from below poverty line (BPL) category.

"As per a mandatory provision, private hospitals which have been allotted land at concessional rates have to provide free medication to 25% BPL patients. Moreover, it is compulsory to fix an hour and provide free medical check-ups to poor patients at the outdoor patients department (OPD). Similarly, 10% beds should be reserved for the poor. However, majority of hospitals have failed to fulfil the terms and conditions. The issue was also raised in the state assembly," an official source said.


After coming to the regime, the BJP government has already cancelled land allotment of institutes for misusing land. In August, for blatant violation of allotment norms, the JDA cancelled allotment of Cambay Golf Resort, a luxury resort situated on Agra Road.


On 40 acres assigned to Neesa Leisure Ltd, a Gujarat-based company, the private firm had allegedly constructed a marriage garden, resort and 118 villas violating the terms and conditions laid at the time of allotment. The civic body took over the property after cancelling the land allocation.


According to officials, the JDA had allotted 40 acres to the Gandhinagar-based firm to develop a golf course and academy for approximately Rs 18 crore. Similarly, land allotted to Rajasthan Cricket Academy was also cancelled in September, this year.
