GLENDALE, Ariz. — Davis Webb remained inactive Sunday for a 15th straight game to start the quarterback's rookie season with the Giants, despite taking some first-team reps in practice during the week.

The Giants (2-12), facing the Cardinals (6-8) at University of Phoenix Stadium, also made healthy defensive ends Romeo Okwara and Avery Moss inactive for unknown reasons, deactivated healthy punt returner WR Kalif Raymond, kept recently-signed offensive lineman Damien Mama inactive, and had to play without injured starters WR Tavarres King (concussion) and LB B.J. Goodson (ankle).

WR Hunter Sharp, signed on Dec. 12 off the Denver Broncos' practice squad, prepared to make his Giants debut starting in place of King, who caught two TD passes in last week's home loss to the Philadelphia Eagles.

Okwara recently came off injured reserve but Moss' situation is unusual. He saw his playing time decrease and now is a healthy scratch despite starting DE's Jason Pierre-Paul (finger) and Olivier Vernon being banged up.

Calvin Munson got the start at weakside linebacker and Kelvin Sheppard started in the middle in Goodson's place.

There will be only one more chance to activate Webb next Sunday on New Year's Eve in the Giants' season finale at MetLife Stadium against Washington.
