CM’s pre-budget consultations yield 832 suggestions

Chief Minister Raghubar Das’ extensive pre-budget exercise to gather inputs from common citizens has resulted into a bundle of ideas and suggestions coming for development. A total of 832 suggestions that have been received out of the meetings held in all five divisions would now be sent to the concerned departments.

Development Commissioner Amit Khare on Thursday held a meeting with Additional Chief Secretaries, Principle Secretaries and Secretaries of all the Departments along with in-charges designated by the State Government for 19 backward districts of the State.

 

“He passed directions to compile all suggestions came so far and their examination. The suggestions would be evaluated and based on their feasibility the concerned Departments would come up with their recommendations within a week’s time,” said an official of the Planning and Development Department.

Brief notes would be prepared in consultation with Departmental Minister about the ideas which would be presented before the Chief Minister during first week of January for his assessment when a meeting of the State Development Council is proposed. After its approval the ideas can be incorporated into the annual Budget.

Khare also directed the officials present to prepare the budget proposals for the upcoming financial year 2018-19, by keeping in mind the three year plan for the development of most backward blocks and panchayats of the State.

“Proposals are to be prepared in accordance with ‘Johar’ and ‘Tejashwi’ schemes. He said that several Departments have submitted plans for the coming financial year, but they are of general nature. He said that focus should be given to backward districts and divisions to bring them at par with national benchmarks,” said the official present in the meeting.

19 districts of the State have fallen into the bunch of 115 most backward districts identified in the country by the Niti Ayog. Governments both at the Center and States concerned have nominated one officer as in-charge for the districts who will formulate a consolidated district plan by holding meetings with Deputy Commissioners.

The Development Commissioner said that special focus should be on health, nutrition, electrification, education, drinking water and sanitation while preparing consolidated district plan along with concrete action plans for such areas. The work plans have to appropriately utilise existing schemes.

He was also for giving desired attention to the issues pending with the Center and demand reports from them. “There should be deliberation on the issues related to pending reports so the reports can be made available to Central Government Ministries with logical approach. The Development Commissioner has directed that immediate action should be taken to resolve the decisions of the meeting within the time indicated,” he added.
