The Senate passed the Republicans' tax-reform bill by a 51-48 vote, hours after the House passed the bill.
However, the House will have to vote again on the bill on Wednesday after the Senate parliamentarian found two provisions in it to be in violation of budget rules Republicans were using to prevent a Democrat-led filibuster.
In addition to lowering the corporate tax rate from 35 percent to 21 percent, and opening the Arctic National Wildlife Refuge up to oil drilling, the bill also repeals ObamaCare's individual mandate.
Trump has frequently called for the mandate to be repealed. In November, he said the GOP should include the repeal in its final tax bill.
