Sen. John KennedyJohn Neely KennedyMORE (R-La.) said Tuesday that "somebody screwed up" on certain provisions of the GOP tax plan, which was found to violate rules governing the legislation and will require a second vote in the House.

Still, Kennedy told MSNBC's Chuck Todd not to "read too much into" the procedural failure, which the host suggested may have resulted from Republicans working to push the bill through Congress too quickly.

"I mean, somebody screwed up," Kennedy said. "A member of the staff screwed up. It's not the end of Western civilization."

House Republicans will need to vote on the plan a second time after the Senate parliamentarian ruled that provisions in the bill violated rules governing the legislation.

Two provisions in the bill were found not to comply with budget rules of reconciliation, which Republicans are using to pass the bill and avoid a Democratic filibuster.

The decision comes after the House originally passed the sweeping tax cuts on Tuesday by a 227-203 vote with 12 GOP defections. "We have the votes, we'll have the votes tomorrow. If necessary, we'll have the votes the day after that," Kennedy said on MSNBC.

Senate Republicans are expected to pass the legislation Tuesday night after voting 51-48 to begin debate. No Democratic senators voted to begin debate.
