A new report has found that a disabled Iranian who was beaten and set on fire by his neighbors on a Bristol estate was failed by a system of discriminatory behavior and institutional racism. According to the report by Safer Bristol Partnership, a collective failure by police and Bristol City Council contributed to the death of 44-year old Bijan Ebrahimi.
