The State-funded university in Delhi will now have to wait no more for the sanctioning from the Delhi Government for undertaking any new work amounting up to worth Rs 5 crore per annum.
The move by the Delhi Government, which financially empowers the State-funded-universities to invest every now and then on their own is considered as stepping milestone in making them more autonomous. Further, such delegation of financial autonomy will also speed up the work in the State universities of Delhi.
The decision came after Deputy Chief Minister Manish Sisodia said last month that Vice-Chancellors of Delhi Government-funded universities would soon be able to carry out on their own work that cost up to Rs 5 crore per annum, a move which had been described by him as a major reform to ensure autonomy of these institutions.
However, the work has to be executed through the Public Works Department (PWD). Also for repair and maintenance works, the Vice-Chancellors can spend up to Rs 1 crore per annum if the work is awarded to agencies other than the PWD.
Earlier, universities like Delhi Technological University and Guru Gobind Singh Indraprastha University did not have much financial powers and were dependent on the Government for sanction of works that they might need to undertake on an urgent basis.
The Delhi Government has delegated financial powers to Vice-Chancellors of State-funded universities who now can spend Rs 5 crore for any new work. The Finance Department has issued an order following the approval of Lt Governor Anil Baijal.
"In exercise of powers conferred under the Rule-13 of delegation of Financial Power Rules, 1978, the Lt-Governor, Delhi, is pleased to delegate the following financial powers to the Vice-Chancellors of the universities being funded by GNCTD,” said the order from the department.
