Manchester United were dealt a major blow this week when Jose Mourinho confirmed Bailly is expected to miss the next three months.
The Ivory Coast international is out with an ankle injury, which could force the Red Devils to splash the cash next month.
Luiz, meanwhile, is facing an uncertain future at Chelsea with the Brazil international falling out with Antonio Conte.
And the Mirror say Mourinho is set to turn to Luiz as he aims to steer the Red Devils to within touching distance of Manchester City at the summit.
Manchester United’s title hopes already appear over for another year.
City’s 4-1 win over Tottenham yesterday was yet more proof that Pep Guardiola’s side are likely to win the title.
Yet despite City dominating, United want reinforcements.
Arsenal’s Mesut Ozil and Atletico Madrid’s Antoine Griezmann are two blockbuster names being considered.
But the club also have an interest in Tottenham’s Danny Rose and Bordeaux’s Brazilian sensation Malcolm.
The Mirror say United may go for Luiz to fill the void left by Bailly’s injury.

However, whether they try to raid the Blues again remains to be seen.
United currently have three former Chelsea players in their ranks, with two of those joining directly from the Blues.
Juan Mata signed in January 2014 after Mourinho decided to end the Spaniard’s west London career.
And Mourinho then raided his old club for Nemanja Matic back in the summer.
United also have Romelu Lukaku on their books, who played for Chelsea before joining Everton in the summer of 2013.
