Rise above caste, religion: CM

Eyeing 2019 Assembly and Parliamentary polls, Haryana Chief Minister Manohar Lal on Friday asked the senior bureaucrats to rise above considerations of caste and religion and assist the Government in framing such policies which met the aspirations of the people.

The Chief Minster while speaking at the inaugural session of the three-day chintan shivir for Cabinet Ministers, IAS, IPS and IFS at Timber Trail Heights, in Parwanoo asked them to finalise policies while taking into consideration Haryana in 2019, 2022, 2027 and 2030.

Exhorting the officers to work with will power and dedication, the Chief Minister also directed them to resolve inter-departmental issues on priority basis in public interest.

The Chief Minister said the State Government has prepared Vision Document 2030 and administrative secretaries should work to ensure its effective implementation.  An administrative officer should use his power in public interest, he said.

Aiming to give a push to BJP’s development agenda, the Chief Minister assured the bureaucrats that he would always stand by them in the decisions they take in public interest.

The bureaucrats rule the roost and play a key role in decision making in the BJP led Haryana Government.

 “A politician thinks of working for his five-year tenure whereas an administrative officer works to dispose of the work lying on his table today. But with today’s deliberations, we should all resolve to work as a statesman who looks hence and works for the betterment of the next five generations,” said Manohar Lal.

He said, officers should not take this chintan shivir as a part of training. Instead, they should take it as a brainstorming session aimed at framing polices in public interest, he said.

The development and public service is the sole aim of the State Government and ministers and administrative officers should work together to frame new polices keeping in view the interest of the people of the state in 2030. My government will always stand with full force behind all decisions taken in public interest, he added.

Manohar Lal also exhorted the bureaucrats to work honestly and dedicatedly while taking decisions in public interest without any fear of the five Cs--Central Bureau of Investigation (CBI), court, Central Vigilance Commission, Comptroller of Accountant General (CAG) and Centre Information Commission (CIC).

“Usually, these five Cs caused fear among the IAS officers and came in the way of the discharge of their duties,” said he.

 Sharing with officers his vision for the state, Manohar Lal said, there is a need to provide equal opportunity and prompt services to the people besides implementing welfare policies for all sections of the society.

To ensure this, the politicians and officers will have to work together, added he.

During the last three years, the present State Government has given a new direction to the political environment in Haryana and undertaken development works as promised in the party’s election manifesto without any regional bias and discrimination, claimed Manohar Lal.

He further said, “I myself visited all the 90 Assembly constituencies of the state and announced various development projects irrespective of MLA of which party represented that area. In some cases, more development works have been undertaken in areas represented by MLAs of opposition parties.”

Though works have been undertaken in the state during the last 48 years, we have worked with a new vision in the last three years, the Chief Minister said.

As a result of the efforts made by the State Government, work on the Kundli-Manesar-Palwal Expressway which was lying pending since 2010 has been restarted and it would add yet another chapter in the development of the state.  Similarly, the vegetable market at Gannaur in Sonipat and Hisar Airport are among the pending issues on which work has been restarted by the present government. Work should be done by rising above political considerations, he added.
