Batra, who will reach Chennai today, will take charge in the afternoon, sources said, adding that he is a taskmaster who is known for showing zero tolerance towards malpractices.
Batra was appointed to the same post during the earlier scheduled by-poll in RK Nagar in April this year. "His report at that time was one of the important reasons behind the EC rescinding the by-election," sources said.
The EC on Friday has also appointed another IRS officer, Manvendra Goyal, as special officer and expenditure observer for RK Nagar. While five police officers were transferred from the constituency on Friday, sources said 11 paramilitary companies are to be deployed for the by-election.
"These unprecedented actions are being taken to ensure that the by-poll, which is marred in controversy, takes place in a free and fair manner," sources said.
