CUTTACK: The Orissa High Court, on Thursday, imposed an interim stay order on appointment of Vice-Chancellor (VC) of Ravenshaw University while allowing the varsity authorities to go ahead with the selection process.
The HC’s interim order came in response to a writ petition filed by former Ravenshaw Dean Dr Nachiketa Das, who had challenged the appointment procedure alleging gross violation of UGC guidelines in the notice published for appointment of VC.After hearing the case, the single bench of HC consisting of Justice Biswanath Ratha passed the interim measure with a direction that the selection procedure for appointment of VC may continue but no final decision shall be taken with respect to declaration of name and appointment of VC without the leave of the court.
As the present Ravenshaw University VC is set to retire on 31 December, the authorities had recently published a notice to fill up the post. But, alleging violation of UGC norms in the notice published by varsity authorities, Das had moved HC and made the Vice-Chancellor, varsity’s election committee and UGC authorities parties in the case.
The court which has issued notice to all the parties to file counter has posted the date for hearing to 19 December.
Order on faculty recruitment

A single bench of Orissa High Court consisting of Justice Biswanath Ratha passed the interim stay order with a direction that the varsity authorities may continue the selection process, but no final decision shall be taken in respect of appointment of faculty without the permission of the court.
The interim stay order came in response to a writ petition filed by Kalpana Mohanty and Giridhari Mahanta, who had challenged the hurried effort of varsity authorities in recruiting temporary faculty with suspected ill intention. Stating that it is creating suspicion as the VC, who is on the verge of his retirement is trying to recruit temporary faculty hurriedly within four days, their petition also alleged that the exact number of posts was not mentioned in the notice.
