Maharashtra panel aims at zero custodial deaths in state

NAGPUR: Aiming to prevent custodial deaths, improving ground-level intelligence gathering mechanism to nip crime in the bud and to enhance police-public relationship, state government has set up a high-level committee to formulate measures in that direction.

Deepak Kesarkar, minister of state home (rural), finance and planning, said on Wednesday the committee has also been entrusted with the task of fixing the accountability of officials.

Kesarkar, Shiv Sena MLA from Sawantwadi, informed that an all-women committee, comprising five top IPS officials and four MLAs, has been formed to scrutinize the complaints of atrocities against fairer sex.

Against the backdrop of Sangli custodial death and National Crime Records Bureau (NCRB) statistics placing the state ahead of others in such cases, Kesarkar said the committee comprising top home department bureaucrats and police officials would recommend measures to ensure that such incidents do not occur.

Attributing these reforms to the vision of chief minister Devendra Fadnavis, who also holds home portfolio, Kesarkar said the performance at both officers and constabulary level has seen improvement with the introduction of measures like Crime and Criminal Tracking Network and System (CCTNS), opening of cyber laboratories (now police stations), fast track courts and so on, which has pushed conviction rate up.

Kesarkar underlined the need for better accommodation and work environment for police so as to expect higher level of excellence.

"The home department, in collaboration with private banks, is now geared up for creating better accommodation facilities for the personnel which would be owned by them. Around Rs 29 crore have been provided for the difference in the interest rate between banks and government finance for housing," he said. The minister added that hostel facilities would be created at every police station level where amenities like gym, reading room, canteen, etc. would be provided so as to facilitate the stay of families of the personnel at taluka places.


On the issue of installing CCTVs in rural areas, Kesarkar said 10% of the District Planning Committee (DPC) funds have been earmarked for the same to curb crime.


Pointing out to three diligent drives lasting one month each by the DGP against illegal activities, especially illicit liquor, Kesarkar said a GR has been issued stating the concerned police station in-charge shall be held responsible if such anti-social elements are found within his or her limits.


Kesarkar also said the state has undertaken a number of measures to thwart Naxalism including arming police department with modern weaponry and gadgets. Also, infrastructure and communications have been improved along with awareness campaigns in Gadchiroli. "Several initiatives have been taken for tribal population in Gadchiroli," he said. Naxalites are bringing outsiders in our state, he also added.
