Brothers and sisters:
Corruption, in all its kinds and forms, is a severe lesion that undermines societies and prevents their development and growth. We are determined to confront it in a fair and firm way so that our country enjoys the renaissance and development hoped for by every citizen. In this context we ordered to form a supreme committee to investigate and litigate corruption issues under the chairmanship of His Royal Highness the Crown Prince. We praise Allah that the corrupted are a few group and what they have made does not prejudice the integrity of honorable citizens of this country including princes, ministers, businessmen, employees, and workers at all levels, and in their various positions of responsibility in public and private sectors, as well as expatriate workers and investors, of whom we are proud and wish them all success.
We would like to stress your Government's keenness and interest in the continuity and support of development, as the Kingdom continues to remove obstacles, encourage domestic and foreign investment, adopts the strategy of economic diversification and seeks to develop a more competitive economic structure as the sustainability of development meets the needs of the current generation while preserving the rights of future generations.
Data showed that the fiscal deficit till the third quarter of 2017 had declined by 40% compared to the same period last year. The State has developed investments in the military, manufacturing and consuming industries to reduce the import of goods from outside the Kingdom, in addition to the expansion of privatization. These steps are expected to achieve good and sustainable revenues that increase efficiency in order to diversify resources and provide more work opportunities for all citizens.
In this context, we value the role of the private sector as an important partner in development. Despite the efforts of the private sector in the field of business, it is hoped that its role will increase in the recruitment of citizens, attracting talents and localization of technology. It is also hoped that the education and training parties are working at the same time to narrow the gap between labor market needs and education and training programs. The State will continue to support and motivate the private sector by all means.
In order to support and regulate the non-governmental real estate activity and to develop it to raise its efficiency and encourage its investment in accordance with the objectives of economic and social development, the General Real Estate Authority has been established to provide services to citizens, developers and related parties as this step is one of the strategic objectives of the Kingdom Vision 2030 and the Transformation Program 2020 in the context of improving the performance of the real estate sector and increasing its contribution to GDP and facilitating procedures.
