Resolutions in multilateral forums this year reflect India’s success in mainstreaming position on terrorism

These formulations have put the ball firmly in China's court, with Russia backing India on its demand for decisive steps against terrorist networks in the region.
NEW DELHI: The strong resolutions on countering terrorism adopted by multilateral forums such as Hamburg G-20 summit, BRICS summit and RIC ministerial meet this year reflect India's success in mainstreaming its position and even compelling China, Pakistan's all-weather friend, to acknowledge dangers from the menace.

India's deft diplomacy, backed by liked-minded countries, helped achieve desired results as both BRICS and RIC adopted stronger anti-terror formulations, creating a template for the future.

At the G20 Summit in Hamburg there was global recognition of India's position on international terrorism and countering terrorism financing globally. All agreed to continue regulating financial markets and to combat terrorism financing and tax evasion. In a joint statement, G20 leaders vowed to take steps to prevent radical groups from using the internet to spread propaganda. Like-minded countries in G20, including major global powers, backed India's arguments on global reach and tools of terrorist groups.

The declaration of the BRICS summit in Xiamen and joint communique of Russia-India-China or RIC foreign ministers meet took forward the declarations of 2016 in creating strong anti-terrorism formulation and making China a party to it.

Although China continues to shield Pakistan-based terrorist group Jaish-e-Mohammed from proscription by the UN Security Council, India succeeded in convincing China on naming and shaming key South Asian terrorist groups at the BRICS summit hosted by President Xi Jinping.

The mention of anti-India terrorist groups supported by Pakistan, in the Xiamen joint declaration, is especially significant because China had opposed the inclusion of these groups in the BRICS summit declaration in Goa last year.

The RIC joint communique, without naming Pakistan, underlined the primary and leading role and responsibility of states in preventing and countering terrorism and extremism, and suggested that all states should take adequate measures to prevent terrorist activities from their territory. Besides, the three major powers suggested that states should adhere to the UN listing of terrorists and take necessary action.
