FEROZEPUR: Punjab DGP Suresh Arora has sought permission from the Punjab and Haryana high court to present a challan against the accused who allegedly tried to usurp the Union government's land in the heart of Ferozepur city. Revenue and police department officials, in collusion with influential politicians, had attempted to show that the 15.9-acre land piece, worth over Rs 150 crore, belonged to a private individual.
The DGP's response came in form of an affidavit he was directed to file by the Punjab and Haryana high court to clearing doubts followings multiple inquiries conducted in the case. The DGP submitted that the Bathinda zone IG had get the matter probed by a team led by the SP (investigations), Ferozepur City DSP and Ferozepur Sadar SHO during which all documents presented by the accused Assa Singh were found fake and the transfer of the deed was also found fabricated.
On December 11, 2012, following an inquiry by the then Ferozepur DC S Karuna Raju, the police had registered a case against naib tehsildar Madan Mohan, kanungos Gurdial Singh and Balwant Singh, assistant sale clerks Gurmeet Kaur, Birm Lal, patwari Ashok Kumar and Assa Singh at Ferozepur Sadar police station for their alleged bid to usurp the Union government's land.
Assa had moved an application before the Ferozepur sub-divisional magistrate for a correction in the revenue records. He had claimed that his father Iqbal Singh had purchased the land during an open auction for Rs 18,700 in 1967. The applicant had said the warrant of possession was issued to them on August 20, 1967, and subsequently mutation number 5198 was also executed on September 16, 1967.
During an inquiry by the then SDM Subhash Chander, several startling facts came to the fore which indicated that an attempt was made by some persons to usurp the prime land in connivance with revenue officials. The matter of the land ownership remained subjudice for around 25 years which was ultimately decided in favour of the government. The district administration had taken possession of the land in 1996.
The mafia and officials involved in the fraud approached the local politicians and managed to get a new inquiry marked into the matter in 2013. Police had reportedly made a report giving clean chit to all the accused but before it was submitted to the senior police officials for approval, Harjinder Singh, a resident of Ferozepur Cantonment, filed a writ in the Punjab and Haryana high court seeking police action against the accused. Following this, HC had asked the Punjab DGP to appear and file a report in the matter.
