NEW DELHI: Days before the start of the winter session of Parliament, Vice-President Venkaiah Naidu has mooted a 'name and shame' policy for unruly members who rush to the well of the House and disrupt proceedings. He also proposed a provision in the Rules of Business for "automatic suspension" of those who do so.
Naidu, who is the chairman of the Rajya Sabha, said, "A consensus in this regard needs to be evolved taking inspiration from the resolution adopted in Rajya Sabha in 1997." He was delivering a lecture on the "importance of legislatures", organised by the PRS Legislative Research
