Whitford was living with a licensed foster parent in Springfield, Man. She had autism and epilepsy and was non-verbal, her family previously told CBC News.
Whitford was found dead at a residence in the rural municipality in July 2016.
Initially, her death was not ruled suspicious, but five months later, RCMP said they were investigating the death as a homicide.
After her death, Whitford's biological family told CBC News they were suspicious about it because of extensive bruising along her collarbone and arms.
Sandy Bay Child and Family Services, which was in charge of Whitford's care, ordered an external review.
Springfield is just east of Winnipeg.
