Almost 400 thugs were banned from matches following a series of savage attacks on rival fans.
But it has now emerged that 204 will have see their orders end ahead of the tournament, with a further 10 being cleared to attend matches towards the competition’s later stages.
The development has left fans’ relatives horrified, with some fearing a repeat of Marseilles where England supporters were set upon by bloodthirsty yobs in 2016.
Leicester City fan Stewart Gray was left comatose after a thug attacked him with a hammer as he made his way to a match.

His mum Anne told The Sun: “I’ve no faith in the Russian authorities being able to keep foreign fans safe.
“My advice is not to go – the hooligans are out of control. No England fan will be safe there. If people think it can’t happen to them, they’re wrong.
“Stewart wasn’t wearing an England shirt, but was set on in the street and left for dead.”
There are fears supporters travelling to Russia will be targeted by brutes who have promised to “welcome them to hell”.

A Moscow source, who did not want to be named, said: “The hooligans were given bans deemed to match their offences.
“But authorities don’t seem to have considered Russia’s hosting the World Cup and they’ll be free to go to games. It’s not deliberate, it seems an oversight.”
