Patna: Deputy chief minister Sushil Kumar Modi on Sunday said the state government would provide 5% reservation to disabled persons in admission in schools and other educational institutes, apart from setting up a separate directorate to handle their problems and implement government schemes meant for them.
Speaking at the 18th foundation day function of Bharat Vikas Viklang Punarvas Kendra cum Sanjay Anand Viklang Aspatal Evam Research Centre (SAVARC) organized at Gyan Bhawan here, Modi said the government would also give certificates to them at special camps organized at block headquarters.
Modi said of the 30-50 lakh persons who reported disability in Bihar during the 2011 Census, around 14 lakh had already been given certificates. He also asked health minister Mangal Pandey, who was also present, to make arrangements of doctors at the certificate-giving camps as the types of disability had been increased by the Centre from seven to 21. "At present, the state welfare and health departments take care of the disabled persons, but now the two wings will be amalgamated into one and a separate directorate will be created," Modi said.
He added that the government had constructed ramps at many buildings in the interest of disabled persons and would now provide lift and accelerator at 28 buildings, keeping them in mind. The required money has also been allotted, he said.
Pandey, for his part, said the government would upgrade its Viklang Hospital at Kankarbagh in Patna by providing it with all necessary manpower, equipment and other facilities to develop it into a 'dedicated hospital'. Further, the trauma hospital at Bikram in Patna district, facilitated by Dr C P Thakur from his MP local area development (MPLAD) fund, would be made functional soon by aligning it with Indira Gandhi Institute of Medical Sciences, he added.
State road construction department minister Nand Kishore Yadav was also present on the occasion. The ministers and organizers of the function insisted that the state should be made 'viklang-mukt' (free from disability) by attending to their needs regarding artificial limbs and other equipment. Yadav said SAVARC has made his Patna City assembly constituency disability-free.
"The service and artificial limbs provided are free of cost," said Sunil Anand, a New York based person of Indian Origin (PIO), who was inspiration behind the launch and expansion of SAVARC from humble beginnings after the death of his son Sanjay Anand in a road accident. Some beneficiaries of the services also narrated their experiences on the occasion. They included officials of the central government from different parts of the country — Ashish Kumar Verma, Sadiq Ahmad, Akhilesh Sharma, Abhishek Singh, Sandeep Kundu, Manisha Jat and Abu Hujaifa besides Mamta Bharti (painter), as well as Kumari Vaishnavi (social activist). They, both from Bihar, separately narrated their positive experience of overcoming their "disability weakness" at crucial stages of growth and social life.
