IPB decision draws mixed reactions from industryfrom industry

Panaji: Goa Investment Promotion Board's decision to revoke permissions granted to projects that fell in Coastal Regulation Zone (CRZ) evoked a concerned and yet surprising reaction from the industry. The decision, which is seen as retrospective by some, was rued as yet another flip-flop by policy makers though industry stakeholders said that the move would not damage Goa's investment potential.

Several industrialists that STOI spoke to said that the decision, which was taken after deliberations with legal experts, was a welcome pronouncement as some of the cleared projects had been erroneously granted approvals.

"Whatever illegalities or wrong approvals were given, this will stop that because maybe some hanky-panky was going on in the approvals, and any correction of wrong decisions is welcome," a key member in an industry body said. The official did go on to say that "this kind of flip-flop has been going on for some time in Goa as has been seen in the special economic zone issue."

The Investment Promotion Board (IPB) on Friday withdrew the in-principle approvals granted to over a dozen projects that fell in CRZ areas.


"Many of the projects should not have been cleared and we had seen that some projects had come to the board for conversion of land," an industrialist and former member of the IPB said.


Former chairman of Confederation of Indian Industry - Goa and ex-IPB member Kirit Maganlal had a different view. "I think any kind of retrospective decisions are not good, especially if it has implications on the marina projects, which Goa requires," he said.


STOI spoke to a senior official of Kargwal Constructions which has proposed to construct a marina at Nauxim. The senior manager said that the company's proposal had been stalled with the Goa Pollution Control Board since 2009 and that the current decision was just another means to "drag on the permission process."
