Manohar Lal Khattar clears transfer of four more sectors from Huda to MCG

GURUGRAM: The state government has decided to transfer four Gurgaon sectors developed by Huda to MCG. According to sources, chief minister Manohar Lal Khattar, who is also the Huda chairman, has given the nod to the transfer of sectors 42, 51, 52 and 57.

Once the transfer is completed, Huda will be left with only two sectors in the city — sectors 29 and 37 — both of which are commercial. "The order hasn't reached us yet, but we're positive of completing the takeover within a month's time," said a senior MCG official.

On ground, the transfer means MCG will take over charge of basic services like maintenance of roads and streetlights, water supply, drainage, etc. It corrects a jurisdictional anomaly that had seen Huda, a development authority whose brief is to build urban infrastructure, provide civic services that are in a municipal corporation's domain.

In case of these sectors, the transfer is more of a formality, because services such as water and sewage had already been handed over to MCG earlier this year. Huda had written to the urban local bodies department, urging it to take care of maintenance and electricity bills of services from May onwards.

As of now, there is a lot of confusion over who is responsible for building and maintaining roads. "Sector transfer will bring in more accountability, as responsibility will solely rest with the corporation, including that of roads," said an official.

The issue has been in discussion for over three years. It hit a roadblock in 2015, after Huda expressed its unwillingness to transfer assets, along with its sectors for maintenance. Eventually, in early 2016, CM Khattar announced the sector takeover, which was executed in April 2016.


Concerns have been raised over MCG's ability to handle additional areas. Sources said the corporation is substantially understaffed and the addition of four more sectors with private/builder areas will only increase workload. MCG is currently in process of taking over private areas such as DLF phases 1, 2, 3, Sushant Lok 1, Palam Vihar, Suncity and South City 1, 2.


As yet, there's been no addition to its staff, that corresponds to the increase in area under it. There are plans to add employees for roles such as computer operators, clerks and sanitation workers, though they will be outsourced. "MCG is already short-staffed. With the takeover of Huda sectors and private areas, the workload, especially for sanitation and maintenance, will increase considerably," said a source.


The matter of MCG being understaffed was raised at the recently concluded House meeting, where councillors expressed concern the corporation did not have sufficient staff to handle maintenance and sanitation of new areas.
