PUNE: Negligence of senior police officers, irregular inspections and non-adherence of standard procedures, resulted in the custodial death of Aniket Kothale at the Sangli police station, a report submitted by the Criminal Investigation Department (CID) has said.
The confidential report was submitted to the Maharashtra Director General of Police on Wednesday.
The report focuses on administrative lapses at various stages of the district police administration. The state CID had been investigating the custodial death case of Kothale (26), who was tortured and killed at Sangli police station earlier this month.
A senior CID official told TOI that the state DGP office in Mumbai had ordered the investigation to uncover possible lapses that may have caused the brutal custodial death.
"The DGP's office wanted to know how this incident took place and what measures could have been in place to prevent it. We investigated the matter for six days and a report was submitted to the DG's office on Wednesday," the official said.
The officer told TOI that the details of the report remained confidential.
"The report confirmed negligence of senior police officers from the district police. The officers did not visit the police station and did not interact with the suspects who had been lodged in the lock-up or police station," he said.
At the same time, an inspection of the police station was not carried out and there was evidence of non-adherence of standard procedures, which are required to be followed at the police station when suspects are in holding or in custody, the official said.
The senior official from the state CID also refused to disclose identities of senior police officers who have been named in the confidential investigation report.
The official said the report focuses on negligence at the police station, at the divisional police office and at the office of the Superintendent of Police (SP), Sangli.
"We have mentioned negligence at each of these stages and have detailed the administrative lapses that caused the violent death of the suspect, who was in the lock-up. The suspect died due to torture," the official said.
Police sub inspector Yuvraj Kamthe, four constables from the Sangli city police station were arrested by the CID for killing Kothale, who was in police custody, on the night of November 8.
Kothale and an accomplice, Amol Bhandare, were arrested on November 6, along with another person, for robbing a motorcycle rider at knife-point. They were accused of stealing Rs 2,000 from the biker. The court had remanded them to police custody.
