JAIPUR: Rajasthan University (RU) is claiming to get the lapsed amount of Rs 25 crore from University Grants Commission (UGC) under the 'University with Potential for Excellence (UPE) scheme.

RU was selected for the UPE scheme in 2012 and awarded Rs 50 crore to spend on infrastructure, seminars, conferences and research projects till February 2017. However, the university could spend only Rs 21 crore in the entire duration.

Sources said that vice-chancellor R K Kothari has approached HRD minister Prakash Javadekar for release of lapsed fund.

However, UGC sources said that amount lapsed cannot be released again.

"The V-C office has made all possible efforts to convince the UPE team who had come for three days to review the first instalment of the grants made to them in 2012," said Bhupendra Singh Shekawat, public relations officer.

The UGC had granted the fund on the basis of projects submitted by the university. RU also claimed that they will get the extension for project in next two years.

"The claims made by the university are baseless as the committee visited for review cannot comment on the release of lapsed fund. The job assigned to the committee was to evaluate the projects funded by them," said a UGC official.

The committee had visited departments to evaluate the projects made by them. The lapsed funds will affect several ongoing projects and those in the pipeline.

"Due to the lapsed fund the university might not be considered by future schemes. RU was one among the 15 universities in the country selected for this scheme and the only university whose funds have lapsed," said a UGC source.

The cash crunch university is falling short of funds to support its research projects from the funding agencies. The funding has dropped drastically affecting the research work in the university. "The funds were meant for one of its kind course Centre for Converging Technology, ecology and environment and for humanities," said a UGC official.
