Rs 5.34 crore illegally withdrawn in Nawada district: Minister

PATNA: All the district magistrates (DMs) have been asked to probe if the mukhiyas and panchayat sachivs (secretary) have illegally withdrawn money from the Mukhya Mantri Saat Nishchay Yojana (MMSNY) fund, panchayati raj minister Kapildeo Kamat said on Wednesday while replying in the state assembly to the short-notice question of senior RJD member Lalit Kumar Yadav.

Yadav wanted to know the details about the illegal withdrawals from the MMSNY fund by the mukhiyas and panchayat sachivs in Nawada district.

Kamat said the initial probe had shown that the mukhiyas and sachivs of some of the panchayats in Nawada district had illegally withdrawn Rs5.34 crore from MMSNY. They also had been identified and asked to deposit the money back into the accounts. However, by now, only Rs2.11 crore had been deposited by the mukhiyas and panchayat sachivs concerned.

Consequently, the DM has served show-cause notices to the erring mukhiyas and panchayat sachivs, while a few had already been suspended for failing to deposit the amount illegally withdrawn by them. Further, the Nawada DM has also been asked to inquire into the illegal withdrawal of the MMSNY fund in other panchayats, Kamat added.


Pointing out that the illegal withdrawal was similar to the Srijan scam in Bhagalpur and a few other districts, Yadav wanted to know through a supplementary question if what had happened in Nawada district was also the malaise that had hit other districts in the state.


In reply, Kamat said all the DMs have been alerted after the Nawada incidents. "A general directive has been sent to all the DMs to get the matter properly probed and also report to the state headquarters without delay," Kamat said, adding action would definitely be taken against the erring mukhiyas and panchayat sachivs.


The opposition members, however, were not impressed. They insisted on knowing the sum of money that had been allotted to the respective districts under MMSNY. They calmed down on the assurance of Speaker Vijay Kumar Choudhary that the government has admitted illegal withdrawal and all the DMs had been alerted.
