Chief Minister Raghubar Das during a meeting with all stakeholders of the local governing body of the capital Ranchi on Sunday said that maintaining a clean and 'jam-free' city was the responsibility of each individual and not just the Government machinery.
In a meeting called at Ranchi Municipal Corporation (RMC) to discuss basic civic issues like traffic management, sanitation, urban planning and development, the Chief Minister instructed the officials and ward councillors to take up the task of sanitation and traffic management with utmost priority.
While taking up the issue of traffic management, Das said that the cut-points on major routes are being closed considering the expansion of Ranchi. "The planning has been done in view of the increasing number of vehicles on every route. Also, this is an attempt to reduce accidents. In 2016, a total of 3620 accident cases were registered in which 2215 people died, while from January to September 2017, a total of 2215 accident cases were recorded. In total, 2050 people have lost their lives in road accidents. Merely, cursing the State Government cannot help, public have to support the Government," he said.
The officials were also ordered to note down the vehicle number and phone number of traffic rule violators. Soon high resolution cameras will be installed at different locations to nab the violators. Rs 20 crore has been sanctioned recently for the purpose.
The CM also ordered the district administration, officials of the Municipal Corporation and ward councillors to focus on ten major agenda that includes sanitation, streamlining traffic, achieving the target of BPL surrender cards (ward-wise), removing encroachments and street vendors from the busiest routes, bringing in the concept of night markets, transforming Morhabadi on the idea of Times Square (USA) in a given time, ensuring plastic ban, construction of parks, ensuring safety of water reservoirs by constructing artificial ponds (Jal Kalash) for immersion and demarcation of bus stands/auto stands for smooth vehicular movement.
Conducting monthly review meeting has been made mandatory for the ward councillors to address the basic civic issues. The CM gave a week to ward councillors to conduct survey and submit the report to Circle Officers (COs) about the pending projects and other related developmental activities. All ward councillors have been instructed to drop their grievances, suggestions in a suggestion box at RMC. The issues taken up by the ward councillors will be reviewed and discussed with the officials for drafting out feasible plans on December 5.
The CM assured that traffic system will be streamlined at the earliest and has given two days time to the officers and Ministers to complete the survey task asking them to begin the work from November 26 night.
Similarly, Das, during the meeting, instructed the ward councillors to change the mindset of public while involving them in the developmental projects. "Involve each individual of your ward in sanitation task.
Despite attempts, if any individual is creating mess, report to the officials, action will be taken against the violators. No God or Modiji will come here to address the basic civic issues," he further added.
All the ward supervisors have been made directly accountable for the sanitation work and have been asked to maintain a register of their work taken up in a day. Also, the CM asked the officers to hire other agencies for solid waste management.
In the presence of Rajya Sabha MP Mahesh Poddar, Minister Urban Development and Transportation, CP Singh, Kanke MLA Jitu Charan Ram, Mayor Asha Lakra, Deputy Mayor Sanjiv Vijayawargia, Principal Secretary to CM Sanjay Kumar, Ranchi DC, Manoj Kumar, SSP Kuldeep Dwivedi, Traffic SP Sanjay Ranjan Singh, the CM ordered the officials to immediately put IPC Section 353 (assault or criminal force to deter public servant from discharge of his duty) charge on those who creates trouble.
