ED ex-deputy director splurged on luxury cars

Chandigarh: Booked by the CBI on Monday for corruption, former enforcement directorate (ED) deputy director Gurnam Singh loved to splurge on luxury cars.

During the initial stage of searches at his Sector 38 residence in Chandigarh by the CBI on Tuesday, it has come to fore that in the past five years (March 2012 - January 2017) Gurnam had made expenditure on luxury cars to the tune of Rs 40 lakh whereas his income from known sources was Rs 41 lakh during this period.

Gurnam, 59, is at present posted as section officer with his parent department in Central Forensic Science Laboratory (CFSL), Chandigarh, and is superannuating on November 30. He was on deputation with the Chandigarh ED office for around five years between March 2012 and January 2017. He was not at home when the CBI raided his residence on Tuesday. He is yet to be arrested.

As per the FIR registered by the CBI, Gurnam had acquired disproportionate assets 328% more than his known sources of income. According to the FIR, before March 2012, Gurnam had assets worth Rs 12.86 lakh whereas by January 2017, his assets rose to Rs 1.85 crore. "Information further revealed that during his tenure as ED deputy director, he amassed huge properties/amount through corrupt means and as benami properties," reads the FIR.


It has also come to fore that Gurnam had acquired a 500-yard plot in ECO City, Mohali, in May 2014 for Rs 95 lakh and also purchased a shop in ECO City in his wife Dalip Kaur's name in January 2016 for Rs 76 lakh. Gurnam had deposited Rs 1.35 lakh in fixed deposit accounts and made an expenditure of Rs 29 lakh as kitchen expenses, to pay fees for Chandigarh Club membership and for his daughter's education.


"It is also informed that there are several suspicious cash transactions in his bank account at the SBI branch in Sector 37C," reads the FIR. Also, Gurnam's son Sukhmanjeet had purchased a 400-yard plot at ECO City Mohali on October 22, 2013, for Rs 76 lakh and also had suspicious cash transaction in his several bank accounts."


The FIR adds that though a case under the Prevention of Corruption Act was made out against Gurnam, the role of his son Sukhmanjeet, wife Dalip Kaur and other family members "may be seen during detailed investigation". Sukhmanjeet is a doctor with the Punjab health department and was posted at sub-divisional hospital, Dera Bassi, and at legal cell of Punjab civil secretariat on deputation between March 2012 and January 2017. Gurnam's daughter Simar was pursuing BDS course during this period.
