TROY — Mayor Patrick Madden said the city is promoting Capt. Brian G. Owens to Assistant Police Chief on Wednesday.

Owens is a 20-year veteran of the department, rising through the ranks from patrol. For the last six years, he has served as the captain of technology and grants. In that role, he oversaw acquisition and deployment of new devices and hardware to enhance public safety operations of the department.

Owens’ unique skills, training and leadership experience will enhance the department, Madden said in a statement.

In addition, Owens supervises the department’s Homeland Security Team and Mobile Command Center and is the department’s liaison with a number of state and federal task forces.

In addition to being a police officer, Owens is a 14-year veteran with the U.S. Army Reserve and his service included a deployment to Iraq.

Owen said he looked forward the new role.

““It is a great honor and privilege to continue serving the residents of Troy as Assistant Chief,” he said.
