CM stresses on financial discipline for growth

Chief Minister Raghubar Das today asked senior officials to follow a disciplined approach in handling finances for effective execution of the schemes and works of the Government in the State. The CM asked them to utilise the funds needed for different schemes and surrender the amount that remains unused so that the funds do not remain stranded in banks.

Holding a review meeting with senior officials of the State including deputy commissioners of all districts, the CM said that proper utilisation of funds would lead to speedy development of the State. He asked the DCs to review the funds available with them in districts and deposit the unused funds to their respective treasuries.  

The CM said that there will be zero tolerance of uninspiring attitude of the officials in implementation of schemes meant for the poor. He asked them to work in proper coordination by making teams at State headquarters, districts and blocks and said that people's participation was a must for success of the schemes. He said that Division level pre-budget meetings will begin in December and in the second half, meeting will be done with DCs of the divisions.

Das said on the occasion that there was a special focus of Government on the six most backward districts of the State - Pakur, Sahebganj, Chaibasa, Guml, Simdega and Khunti, especially Sahebganj and Paur that are the worst among the lot. He said that special provisions will be made in budget to develop and improve the condition of these districts.  He asked all DCs and senior officials to adopt a village and implement schemes there with people's participation. Das asked DCs to meet villagers on every Sunday. This way, he said, gradually the situation of the villages will improve like the one in Ranchi called Ara Keram.

The CM also asked to effectively implement CM health Insurance, Johar and Tejaswini schemes by holding camps in districts. He said that the target is to bring all families of Jharkhand above poverty line by the year 2022. He also asked to expedite work of providing electricity, water and gas connection to the houses built under Pradhan Mantri Aawas Yojana.

 Das said that the government will start buying paddy from December. Enough godowns are being made for the same. He directed the DCs to give information about process of buying paddy and bonus for farmers and said that farmers will be paid Rs 1700 per quintal, inclusive of bonus.

The CM further directed to make tour diary mandatory for agriculture department officials, government doctors and district education officers to maintain name and number of beneficiaries. They will have to submit report bi-monthly. One copy of report will be sent to Jan Samwad Kendra so that government can cross check when required. He instructed to escalate the pace of schemes running under District mining fund.

For crime control, the CM directed to install CCTV Cameras fast in Ranchi district and soon there will be CCTV camera in Jamshedpur, Bokaro, Dhanbad, Deoghar, Dumka, and Ramgarh. Camera surveillance will reduce number of criminal activities. Similarly Jails need to maintain utmost security, and any lapse will lead to dismissal of jailer. Work for internet connectivity to blocks needs to be paced up so BDOs need not go to district HQ for meetings. Divisional Commissioners should hold meeting with DC about progress of schemes, monthly.

Senior Government officials including CS Rajbala Verma, Additional CS Amit Khare, Sudhir Tripathi, Sukhdeo Singh, Indu Shekhar Chaturvedi, Principal Secretaries of all departments, secretaries and other officials were present in the meeting.
