Washington has dampened hope for dialog with Pyongyang, after it relisted North Korea as a state sponsor of terrorism. There had been a flurry of diplomatic activity over the past few days, which many had thought could lead to breakthrough talks. South Korea and Japan have welcomed the move by the United States.
