MARGAO: The principal sessions court judge B P Deshpande, on Monday, ordered framing of charges against only one - contractor Vishwas Dessai - of the altogether 11 accused against whom chargesheets were filed by the Canacona police in the infamous Ruby Residency collapse case that had claimed 31 lives and injured 21.
The other 10 who have been discharged from the case before framing of charges against them are eight government officials - Dipak Dessai, Prashant Shirodkar, Ramesh Naik, Pradip Naik, Ajay Naik Dessai, Ashank Naik Gaonkar, Suhas Phal Dessai and Prashant Bandodkar - and builders, Pardip Singh Birring and Jagdipkumar Sehgal.

The trial against Dessai will now proceed before JMFC Canacona for charges under section 336 (act endangering life or personal safety of others), 337 (Causing hurt by act endangering life or personal safety of others), 338 (causing grievous hurt by act endangering life or personal safety of others), 304 A (causing death by negligence) of the Indian Penal Code.
As many as 31 workers had lost their lives and several were injured when a building under construction collapsed at the Ruby Residency project in Chaudi-Canacona on January 4, 2014. The collapsed part of the building was a six storied structure (stilt+G+4), and consisted of 23 columns in two rows.
A Commission of Inquiry led by V K Jha that was set up by the state government to probe into the incident had concluded that "poor conceptual designs, inherently defective structural design and poor execution of work at site, coupled with use of substandard construction material and certain bad practices of construction" had led to the collapse of the building.
The report has also blamed "certain bad practices in construction" which contributed to the failure of the building.
In a press release in June 2016, the two directors of the Bharat Developers and Realtors Pvt Ltd which owned the project - Pardeep Singh Birring and Amit Arondekar - had assured to hand over possession of the apartments to their clients once the units are ready.
Stating that the construction work of Ruby Residency was contracted to Coastal Builders, owned by Vishwas Dessai, the builders said that the contractor had "indemnified us for any loss, claim or damage resulting from any incidence on the site."
