The state Government has imposed a ban on foreign travel of its employees for the remaining period of current financial year. Apart from being an austerity measure this order clearly shows that the Government is not happy at slow pace of work in its flagship schemes.
The ban covers foreign jaunt of civil servants for training, attending seminars and conventions.
In a letter directed to all Additional Chief Secretaries, Principal Secretaries, Secretaries and secretary in charges, the Chief Secretary Utpal Kumar Singh said that only four months are left for closure of the financial year 2017-18 and implementation of flagship schemes of Government of India should be done within stipulated time period.
He said that during this short time period budget provisions and financial clearances for the supplementary budget of the ensuing Assembly session are to be done.
Singh clearly said that proper attendance of Government servants at field and administration level is required for timely completion of budget related and proper implementation of important projects.
The order refers to the Government Order of department of personnel dated July 20, 2012 and of the finance section dated November 11, 2009 to impose ban on foreign tours.
In the letter the CS has clearly said that the order should be strictly followed.
It is worth mentioning here that immediately after assuming charge of Chief Secretary, Singh emphasised on timely completion of all flagship schemes of government of India.
