CHHAPRA: JP University (JPU) has banned any kind of protests and demonstrations on varsity premises and its constituent colleges in Saran, Siwan and Gopalganj districts with immediate effect.
The notification issued by the vice-chancellor, Hari Kesh Singh, on Saturday has also sought the cooperation of the intellectuals and others in the smooth functioning of the university and not to misguide the striking employees. It may be mentioned here that a section of the employees are on a dharna for the last one month for fulfilment of their demands including payment of salary. This has hit varsity functioning including conduct of examinations and other academic works.
Meanwhile, the striking employees have also sought cooperation from intellectuals, teachers, students and guardians for an amicable solution. The notification said, "The university is committed to take up the academic and financial issues on time. Due to the strike of the employees and the disturbances created by them it has become impossible to conduct the daily affiar."
Quoting the reports of the Accountant General, Bihar, which mentions that the provisions of Bihar State University Act (1976) as amended, have not been followed in the appointment of these employees.
"The report of the Accountant General has clearly mentioned that payment made to 45 employees including 22 of grade III, 20 of grade IV to the tune of Rs 90.47 lakh is irregular, and the joint secretary of the governor has not approved these appointments made by the Syndicate," said the VC adding the consolidated salary paid earlier by some of the VCs amounts to financial and administrative indiscipline.
The VC has also explained that accepting salary on certain pay scale for some time and again accepting consolidated salary after some time suggests that their appointments have not been regularised.
The ongoing strike and the tussle between the striking employees and the varsity has hit the students badly, said a Gopalganj-based student.
