Most minors held for murder in 16-18 bracket

GURUGRAM: According to data released by the state crime records bureau (SCRB), around 5% of all murders in Haryana in 2016 were committed by juveniles.

Of the 1,057 murders recorded in the state in 2016, 55 were attributed to juveniles, for which 60 juveniles were apprehended, the data shows. A majority of the juveniles apprehended for murder belong to the 16-18 age group. In this age group of adolescents apprehended for murder, 49 are boys and one a girl.

The involvement of juveniles is not limited to murder, though. Thirty juveniles have been apprehended for attempt to murder, while 64 were caught for committing rape. Of these, three have been charged with gang rape. Besides these, juveniles have been involved in kidnapping and abduction cases. As many as 41 cases were recorded in which juveniles have been charged for robberies, in which 46 juveniles have been apprehended. Of these, 40 are in the 16-18-year age group.

According to data, cases in Gurgaon where juveniles have been charged or arrested for various offences were two in 2015, three in 2016 and seven so far in 2017.




The former DGP of Goa and Arunachal Pradesh, retired IPS officer Amod Kanth, who is also the general secretary of juvenile aid society Prayas, told TOI increase in crimes committed by juveniles is proportional to overall crime figures, and that it's nothing phenomenal.


He also said CBI — an organisation he has worked with — should not be in a hurry to spell out the motive in the Ryan murder case. "The state of mind of an adolescent is a complex issue. Even provisions under the JJ Act state a thorough psychological inquiry should be conducted for juveniles in conflict with law," Kanth said.
