RTO to issue smart cards for new vehicles from Dec

Nagpur: The Nagpur regional transport office (RTO) would restart issuing vehicle registration documents in the form of smart cards from next month. Moreover, you need to pay extra for the card.

Confirming the development, RTO Sharad Jichkar told TOI that the service would start in the city shortly with the state government recently appointed a new service provider. "Already, Mumbai and Pune region have started issuing smart cards," said an officer from transport commissioner's office in Mumbai.

At present, the regional transport offices in city, east and rural Nagpur issue paper certificates to motorists. The state government scrapped the contract of the previous service provider in 2014 citing bad performance. But the department is issuing smart card for driving licences.

According to sources, the new one would be 'Smart Card Operating System for Transport Application (SOSTA) certified cards, a new system developed by the National Informatics Centre. Sources said the new cards also are also meant for the Vahan 4.0 system, used for maintaining a database of vehicles.

Sources said that the new service provider will transfer all the data from earlier version of Vahan to the latest version without any additional cost.

"We have already started the preparations and would start issuing RC in smart card format to the new vehicle buyers from December," said an official from the city RTO office.


Though RTO office is not sure about its fee, sources said charges for registration of vehicles charges will be increased by Rs200. Presently, for two-wheeler, the RTO is providing the registration document by charging Rs150, while the charges for four-wheelers, transport vehicles and other heavy vehicles varies from Rs300 to Rs3000.


There was always a demand for smart cards as the registration document. The paper certificate tends to get brittle and there is always a chance of papers getting spoiled, causing problems for motorists. "The smart cards are better and we hope the RTO will introduce it without delay," said Sanjay Gite who recently bought a four-wheeler.


Motorists who received RC documents can also replace it with smart cards. For this they will have apply for a duplicate RC by paying Rs200 excluding the charges for smart card fee.
