    It's not just Delhi; air quality has been worsening across northern-Gangetic plain

    An analysis of the Central Pollution Control Board’s AQI bulletin archives has shown that air quality has become worse across the northern-Gangetic region in places such as Lucknow, Agra, Kanpur and Muzzafarpur, reported The Indian Express. NASA's Aqua satellite on 7 November mapped the smog and air pollution in the plain. It showed a "natural-colour image of haze and fog" blanketing the region. The report also states the sensor showed an "aerosol optical depth" which points to "skies thick with aerosol pollution".

    Green bodies say odd-even scheme not long-term solution to curtail pollution

    Green bodies on Thursday gave mixed reactions to the odd-even road-rationing scheme that will be rolled out in Delhi from 13 November, saying it might not be a long-term solution to curb pollution in the city.
     
     
    While The Energy and Resources Institute (TERI) said that the exemptions could reduce its effectiveness, Greenpeace India said that other factors like construction, thermal power plants that contribute to pollution should also be tackled.
     
     
    In a statement, Sumit Sharma, associate director, TERI, said odd-even has limited potential for reducing pollution in Delhi.
     
     
    "As per TERI estimates, it led to reduction of four to seven per cent last year. We recommend its use for limited period only during air quality emergency conditions. Exemptions given in the scheme could further reduce its effectiveness," he said.
     
     
    Sunil Dahiya, campaigner, Greenpeace India, said that bringing back odd-even is a good idea but there needs to be awareness about other factors that contribute in increasing pollution levels in the city.

    Due to high pollution levels, Delhi Half Marathon may shift to new window

    The alarming levels of pollution in the National Capital has forced the organisers of the Airtel Delhi Half Marathon to consider shifting the event to a new window.

    "There is a possibility to shift this event to a new window... we may organise the event earlier or later. We have the option of the alternative window. We will discuss with our stakeholders and see which will the best window for the event," said Vivek Singh, Joint Managing Director of the Procam International, the organisers of the event, in New Delhi on Thursday.

    "You cannot cancel an international event so easily. Athletes are preparing since last many months and there is no question of cancelling the event," said Singh.

    The Indian Medical Association had called for cancellation of the event a few days ago but Singh said the event will go on as planned.

    With odd-even 3.0, Delhi govt expects to keep 13 lakh cars off road

    With nearly 13 lakh private cars expected to keep off the road per day after the odd-even scheme kicks in from Monday, the government is looking to hire 500 buses to ensure smooth commute for the public.

    The odd-even scheme will be rolled out in Delhi for five days from 13 November to 17 November. The scheme will be in place from 8 am to 8 pm and there will exemptions for women drivers and two-wheelers.

    “We are working to hire 500 additional buses as directed by the transport minister. In view of short-time period, it is a tough task, but bus operators have promised to arrange buses for odd-even," said a senior official, who did not wish to be named.

    Tackling pollution in Delhi calls for 'all-encompassing approach': UN official

    Tackling environmental pollution, such as the haze that has enveloped Delhi, calls for an "all-encompassing approach" over and above measures such as a ban on firecrackers and controlling the volume of vehicles on the roads, a top UN official said.

    "Environmental situations such as the current Delhi smog cannot be tackled just by addressing the issue of the number of cars or banning firecrackers. There has to be an all-encompassing approach," UN Resident Coordinator Yuri Afanasiev said on the sidelines of an event in New Delhi.

    Afanasiev, who is also the UNDP Resident Representative in India, earlier inaugurated a two-day exhibition — Transforming India — put up by school students and themed on UN Sustainable Development Goals (SDGs) and Swachh Bharat at the UN Office lawns in New Delhi.

    "There is the issue of farmers (stubble burning) and plant emissions. And, even if one talks about reducing the volume of cars in the streets, there has to be a discussion on the quality of cars, whether they have catalytic converters. It has to be a well-rounded approach," he said.

    Catalytic converters work by chemically converting emissions to less harmful substances.

    Asked how authorities in India have handled the "pollution emergency" in Delhi, he said it would be "premature to make a judgement" at this moment. — PTI

    Understanding air pollution levels in India

    In India, air is measured under the National Air Quality Monitoring Program (NAMP) that has installed 683 operating stations across 300 cities in 29 states and 6 union territories across India. The Indian government has included four major air pollutants in measuring the air quality, that includes Sulphur Dioxide (SO2), Oxides of Nitrogen as NO2, Respirable Suspended Particulate Matter (RSPM / PM10) and Fine Particulate Matter (PM2.5).

    The Central Pollution Control Board (CPCB) under the Ministry of Environment, Forest and Climate Change monitors the current time data and displays it on its website. The average amount of various components in the air are categorised under industrial, rural, residential and other and ecologically sensitive areas. An area crossing limit of the listed amount of components is an indication of increase in the pollution in the particular area.

    Air quality in UP's Moradabad is even worse than in Delhi

    On Tuesday, the Air Quality Index in Uttar Pradesh's Moradabad touched 500, which is the highest the scale can measure, News18 reported. On the same day, Delhi had an AQI of 478.

    ANI quoted Union Health Minister Harsh Vardhan as saying, "Already in touch with states in NCR region, asked them to implement graded action plan. Constantly monitoring situation. There should be no reason to panic, take precautions try to stay indoors & don't expose children to polluted air."

Thick smog hampered visibility at the Delhi airport on Tuesday, affecting operations and leading to over 300 flights being delayed by up to two hours.

Poor visibility rendered one of the runways inoperable during the morning hours, leaving airport officials with just one airstrip of the total three to handle as many as 45 incoming and outgoing flights every hour.

Sources at the Indira Gandhi International (IGI) Airport said that due to low visibility on runway 9/27, they could only use runway 10/28 in the morning.

The third runway 11/29 is shut from Tuesday for three days for maintenance.

The sources said that the second runway was opened after visibility improved.

An airport official said that "most departures" were delayed through the day.

The sources said that many morning flights were rescheduled for non-peak hours in the evening, with travel plans for many passengers going for a toss.

The India Meteorological Department said that runway visibility between 7am and 8am was less than 200 metres and improved around 11am.

"Due to heavy air traffic congestion at #Delhi, departure delays up to 90 minutes are expected at Delhi airport till 1900 hours," Jet Airways informed passengers on Twitter.

"Flights to and from Delhi may get delayed by up to 2 hours due (to) runway closure for maintenance," Vistara tweeted.

Around 7 am, four flights of IndiGo, SpiceJet, Jet Airways and Finnair had to do a go-around or abort landing. These include a flight each of IndiGo, SpiceJet, Jet Airways and Finnair, according to the airport official.

At least one IndiGo flight was diverted to Jaipur because the pilots were not trained to operate the plane under poor visibility conditions.

The airport had already curtailed the total number of flights because of the maintenance work planned on Runway 11/29 and airlines had cancelled many flights between 7 November and 9 November.

As a result, the airport will be handling only 70 per cent of the flights it witnesses everyday — down from 1,100 to 800.

This means passengers will have fewer flight options to book and an increase in demand from travellers.

Delhi's air quality was at the season's worst today due to a combined effect of smoke from stubble burning and moisture. Visibility levels plunged as a thick blanket of haze hung low over the city.
