The Human Rights Protection Cell (HRPC) of the Odisha police today "ruled out" the rape of a minor tribal girl in Koraput district as alleged by the victim.
"As per the doctors' opinion, there is no such evidence of gangrape or rape of the minor girl," Additional Director General (ADG, HRPC) Mahendra Pratap told PTI over phone from Cuttack.
He said, "I have discussed the matter with all the medical experts treating the girl at Kunduli, Jeypore in Koraput district and at the MKCG Medical College Hospital in Berhampur during the course of the investigation."
Pratap had yesterday submitted the HRPC's probe report on the alleged rape case of the minor girl before the Odisha Human Rights Commission (OHRC).
"The girl's statement is inconsistent. She is changing her statement every day," the ADG said.
"I had submitted the investigation report, along with the doctors' version, to the OHRC yesterday," Pratap said, adding that the document was likely to be made public on November 10.
The ADG's statement has given a new twist to the alleged gangrape case.
A case was lodged after the minor girl had, on October 10, alleged that she was raped by four persons who were wearing a combat uniform.
Though the girl had claimed that she was raped by four security personnel in uniform, Odisha DGP R P Sharma today said, "Medical and scientific experts were engaged to find out the truth. During the course of the investigation, the movement of the security forces, who were allegedly involved in the case, could not be established."
The alleged gangrape of the tribal girl had sparked a statewide hue and cry with the opposition parties staging protests, demanding justice for the poor girl.
The locals of Koraput had blocked National Highway-26, connecting Jeypore and Visakhapatnam, on October 11, a day after the incident was reported.
Activist Rutuparna Mohanty, who visited the girl at the hospital, said, "It is not possible for a 14-year-old tribal girl to mislead the police. We demand a judicial probe into the incident."
Meanwhile, Superintendent of Police (SP), Koraput, K V Singh, at a press conference in Koraput, said, "As per the medical reports given by a team of doctors, chemical examination tests and police investigation, the detailed report is contradictory to the victim's first statement of gangrape.
