Chander Kumar was born on 8 May 1944. His Qualifications are a Bachelor of Arts from Himachal Pradesh University, in 1966 and Master Of Arts in Geography from Punjab University, in 1967. He served as Member of the 14th Lok Sabha of India.

He represented the Kangra Chamba constituency of Himachal Pradesh as Member of Parliament from 2004 to 2009. His son Chief parliamentary secretary (CPS) and MLA Neeraj Bharati has vacated the seat for his father.
Chander Kumar's political career started off when he was elected first time to Himachal Pradesh Vidhan Sabha as Member of Legislative Assembly (MLA) from Guler (now Jawali) constituency. Year 1982 to 1984: Vice Chairman HRTC (Himachal Road Transport Corporation), Year 1984 to 1985: Deputy Health Minister, Year 1985 to 1988: Forest Minister for State, Year 1988: Agriculture Minister, Year 1993 to 1998: Cabinet Minister for [Irrigation and Public Health(IPH), Technology, Hemurja and Pollution Control Board], Year 1998 to 2003: MLA, Year 2003 to 2004: Cabinet Forest Minister, Year 2004 to 2009: Member of Parliament, Lok Sabha representing Kangra Chamba Constituency.
