Elections in India happen at a grand level. Keeping in mind the rising number of frauds in India's election systems, the Election Commission has initiated the system of Voter ID cards. The unique voter ID card is issued to all people who are eligible to cast votes. Once a person successfully applies for a voter ID, he/she gets listed in the electoral rolls.
Who all can apply for voter ID:
All eligible citizens of India who have attained the age of 18 years can apply for a Voter ID card. These applicants are categorised into three groups:
a) For General Elector: Voter ID card Online for Indian Residents
All the citizens of India residing within the country are considered as General Electors. A person should be at least 18 years old on the qualifying date of January 1 st of that particular year.
Mandates for applying Voter ID for General Electors
Post the submission procedure your form will appear on the notice board of the Electoral Registration Officer (ERO) inviting objections. If anyone wishes to make any objection, they will have a time-period of a week.
After this period, an order will be given to include your name in the electoral roll.
In case any objections are made by someone, the ERO or Assistant Electoral Registration Officer (AERO) will hear the applicant and the objector's cases.
In both the cases you will receive notice of if your name has been included in the Electoral List or not by post and SMS on the number you provide.
(b) For General Elector: Voter ID card Offline for Indian Residents
Your form will appear on the notice board of the Electoral Registration Officer (ERO) inviting objections. If anyone wishes to make any objection, they will have a time-period of a week.
After this period, an order will be given to include your name in the electoral roll.
In case any objections are made by someone, the ERO or Assistant Electoral Registration Officer (AERO) will hear the applicant and the objector's cases.
In both the cases you will receive notice of if your name has been included in the Electoral List or not by post and SMS on the number you provide.
c) For NRI Elector: Voter ID card Online for Non Resident Indians (NRI) Electors
The Non Resident Indians can to apply for a voter ID even in when they are not physically present in India. But a mandate is that the person should not have citizenship in any other country and must have attained the age of 18 on the qualifying date of January 1 st of that particular year.
Steps to apply for voter card online:
In foreign countries, the form is available at the Indian Missions for free.
Apart from this, you can also ask any of your family member to get the Form 6A from the polling station and send it to you.

A colored recent passport sized photo
Pages of your passport, which shows your photo, Indian address and all other important details.
Enter your place and date of filling in the form.
You can save your filled form and continue at a later time. If you've completed your form, you can click on Submit.
d) For NRI Elector: Voter ID card Offline for Non Resident Indians (NRI) Electors
Who all can apply for voter ID:

- Form 6 will appear in front of you, which you need to fill and submit

- Get an application form from the Electoral Registration Officer or the Assistant Electoral Registration Officer of your own constituency, or the Booth Level Officers of your polling station. This form is free of cost.
- Fill and submit the Form 6 along with the needed documents to the Electoral Registration Officer or the Assistant Electoral Registration Officer of your constituency or the Booth Level Officers of your polling station.
- You can also send the form by post, at the address of the Electoral Registration Officer or Assistant Electoral Registration Officer of your constituency. The correct postal address is available on the Election Commission website of the respective union territory or state.
- A recent passport sized colored photo, which is affixed on the form in the specified space.
- Copy of proof of age/identity
- Copy of proof of residence

- You need to post a copy of the form, which is duly signed and self-attested documents to the Electoral Registration Officer or the Assistant Electoral Registration Officer of your respective constituency. The correct postal address is available on the Election Commission website of the respective state or union territory.
- If you are in India, you can submit this in person to the Electoral Registration Officer or the Assistant Electoral Registration Officer in person. You will have to show your original passport for verification.
Post the submission procedure, the booth level officer might visit your residence to verify the address.

For Service Electors: Voter ID card for Government Employees

Each service elector is an Indian citizen who is eligible to vote under the service category. These people are not present in their regular residence as they have been transferred for service or employment in some other part of the country/world. Following people fall under the category of service electors:
- Members of the Central Armed Forces.
- Members of State Armed Police Forces, serving outside the respective state.
- Members of a force which falls under the provisions of the Army Act, 1950.
- A person employed and posted outside India under the Government of India.
- 1.Form 2 - For members of Armed Forces
- 2.Form 2A - For members of State Armed Police Forces, serving outside the respective state.
- 3.Form 3 - A person employed and posted outside India under the Government of India.
- 4.Form 6 - For eligible service electors who have opted to apply for a Voter ID as a general voter in his place of posting, instead of his ordinary residence.
- Update and revise the electoral lists for service voters are done two times a year under orders from the Election Commission.
- The Election Commission of India (ECI) sends notice to the Ministry of Home Affairs, Ministry of Defense and Ministry of External Affairs.
- The Programme is then announced, and the eligible service voters can fill in the form and submit it.
- For Form 2, Form 2A and Form 3, the application form can be submitted to the officer in charge present at the record office.
- For people who are posted outside India under the Government of India, the form can be submitted to the nodal authority of the Ministry of External Affairs.
- For Form 2 and Form 2A, a declaration in the suggested format must be submitted which must have the fact that the applicant has not been enrolled as a general elector in any other constituency.

This form is then sent to the Chief Electoral Officer of the voter's respective state who will then send it to the District Election Officer. Finally, the form will be sent to the Electoral Registration Officer of your constituency who will process the form.
Voter ID cards are not issued to service voters. This is because service voters vote through a proxy or are issued postal ballots. They are not required to produce the card at any polling station; therefore a card is not required.
